Assuming that you have run the setup helper, and that VLC is running, this almost certainly means that your firewall is blocking communications.
The simplest test for this is to turn off the firewall on your computer _and_ on your router so you can connect. You can disconnect from the internet while you do this. Once you have a connection, you can turn the firewall back on, and tweak the settings to get things working.
This means that VLC is not accepting communications from your phone's IP address. Make sure you have run the setup helper as this will open up connections for your local network.
